Here's what the Outseam and Inseam measurements on shorts are based from:

Outseam measurement: This measurement is done with shorts on. Place the measuring tape at the top of the waistband and measure down to the bottom (or end) of the short leg. Essentially, the outseam measurement for shorts is the length of the short leg from top to bottom.

Inseam measurement: This measurement is done with trousers or shorts on. Place the measuring tape at the crotch of the trousers and measure down to the bottom of the ankle.
