Yes, you can wear a blue shirt with a black suit.

Your best bet is to wear a light blue (not dark blue) shirt with a black suit. Obviously, the most common "color" shirt with a black suit is a white shirt. However, light blue, yellow and pink shirts will also go quite nicely with a black suit, as long as you have matching tie.
