Can a car be gifted in California without any tax implications?

In California, the recipient can avoid paying use tax, if the car was a gift. To apply for this exemption, the recipients have to complete the Statement of Facts form with their applications.

A registration renewal fee has to be paid however, with these exceptions:
- It had been paid before the vehicle was transferred.
- The vehicle is not going to be operated and it has a Planned Non-Operation status on file with the Department of Motor Vehicles.
