Why do web sliders turn off?

How come the web sliders on the side of Internet Explorer turn off?

The "web sliders" or scroll bars on the side of web browsers like Internet Explorer, Firefox and Safari will disappear when the content on the web page does not extend pass the viewable area of the web browser.
