Is there a better time to water outdoor flowers? Is it best to water flowers in the morning, afternoon or evening?

The best time to water outside plants and flowers is early morning, before plants face the heat. Another suitable time is late afternoon, but then you have to ensure enough time for foliage to dry before nightfall in order to prevent fungal disease.
