What does usps pre shipment status means?

One of the seller from usa sent me a parcel about 5 day's ago. (paypal invoice)Till now, the usps website stated the pre shipment status.
I asked the seller, he did not replied.

Did the seller send me the parcel or not? I should contact with paypal or wait?

Can anyone advice me what should I do?

Sometimes that status will show when your package was actually mailed out. It could be the method in which it was shipped, like standard mail, ect, ect, with tracking
