You should be able to use batt insulation around ducts wand not have to worry about the heating ducts causing a fire. Batt insulation is usually made to be non-flammable fire and there shouldn't be a fire code issue with insulating heating ducts.

Heating ducts shouldn't get too hot to cause any issues.
