It is a smartphone app that can be used on Androids, iPhones, etc. that can allow people to chat with eachother and has some sort of enhanced features that makes the conversation more interesting. Supposedly it's also another form of "LOL" ;but, I think that's a bloody retarded answer and supposed variation of that acronym if it were to be so.
