In football RAT stands for:
RAT means Passer Rating, which is the quarterback's passer rating for a season.
RAT+ means Passer rating relative to the league average, it is the quarterback's passer rating for a season compared to the league average. A rating of 100 was exactly league average for that season, anything higher than 100 is above league average, below 100 is below league average.
