Chippy in football typically refers to a Defensive linemen or Offensive linemen that is overly aggressive during the game. The players may start fights or get flags due to their aggressive play.

Getting overly aggressive, on the verge of a personal foul. After the play is over additional physical punishment, shoving, getting off someone slowly, etc. If not controlled it gets out of control fast.
