Try this:
1) Right-click on the Task bar and then select 'Properties'.
2) In the pop-up Taskbar tab, click the 'Customize' button (in Notification area section).
3) Now in the Notification Areas Icons box, find the 'Volume' section, and in change the drop down list to 'Show Icon and notifications'.
4) The Volume control should now appear on the taskbar.
Note: My computer is Windows 7, but Windows Vista should be somewhat similar...

this is simple fix for vista. go to control panel and click on taskbar start menu click on"keep task bar on top of other windows. thats it, reading some of the nswers are out of sight, I printed up 26 pages of fixes for nothing
