My dog is eating toilet paper, what should I do?

Usually, toilet paper stealing has more to do with playing than it does hunger and you shouldn't have to worry too much about it. Unless your dog has eat a ton of toilet paper and begins to cough or vomit, or gets constipated should you call your Vet.
